Nancy Sullivan

Co-Founder and CEO



Nancy Sullivan is a Colorado-based real estate executive and management consultant with an extensive knowledge of the intricacies of working with the U.S. Department of Housing and Urban Development (HUD) on Federal development projects. As CEO and partner of First Resource Consulting, an economically disadvantaged woman owned small business (EDWOSB) specializing in asset management, Nancy oversees the organizational management and training of real estate professionals across the U.S. and the solicitation of Federal contracts. After completion of a 36- year career with HUD Nancy concluded her work in HUD as Director of The Real Estate Owned (REO) Division of HUD’s Denver Homeownership Center managing and selling hundreds of thousands single family residential properties. Along with an extensive knowledge of government single-family programs, Nancy specializes in developing and implementing quality control, has re-engineered government divisions, and is a veteran in both risk management and strategic planning.


Andrew Reamer

Co-Founder and Partner



Andrew Reamer is a Co-Founder and Partner of First Resource Consulting, an economically disadvantaged woman owned business specializing in Real Estate Asset Management. Mr. Reamer has been in the real estate industry for nearly 20 years and is the Broker/owner of a large real estate company in the Washington, D.C, Maryland and Virginia market where he manages $250 million dollars in annual sales volume. Mr. Reamer’s breadth includes managing worldwide relocations, general contracting, development lending, underwriting, and valuations in both residential and commercial real estate arenas for corporate clients and relocation management companies. Formerly, Mr. Reamer was the co-founder of a $100 Million per year REO and loss mitigation management firm overseeing the management and marketing of over 30,000 + Single-Family Residential Units across 16 states as a prime contractor for the U.S. Department of Housing and Urban Development (HUD), Federal Deposit Insurance Corporation (FDIC) and Department of Justice (DOJ) and a multitude of other financial institutions. Under these contracts, he was the responsible for the overall operations and performance of the contracts, quality control, and compliance.


William Cummings Jr.

Co-Founder and Partner



William “Bill” Cummings Jr. is a California based real estate developer, commercial contractor and Broker. Bill is a co-founder and partner of First Resource Consulting and currently acts as the CAO handling all back office operations.

In addition to First Resource Consulting, Bill is co-owner/Partner of Legacy Construction (Legacy), Legacy Realty and Development (LRD) and Convergent Healthcare Group (CHG). Legacy is a full-service commercial construction firm that focuses on the development of privately financed, built-to-suit Federally Qualified Health Centers (FQHCs). LRD is a pre-development firm that provides pre-construction, entitlement and construction management services. CHG is a community health center specific development firm that uses data, technology, and creative funding solutions to provide customized network expansion strategies.

Bill is a licensed California real estate broker (DRE #01504861) and holds an active California General B Contractor’s License (CSLB #891883).


LaVerne Jacobsen

Broker Representative


LaVerne maintains contact monthly with First Resource Consulting’s (FRC) listing brokers to ensure all listings and sales of HUD properties move smoothly and timely. He is FRC’s broker’s “go to” person when they have issues dealing with listings, contracts and closings. He ensures the brokers maintain high scorecards and that all NAID’s, licenses and insurances are current. He prepares reports for and advises management of any current or potential issues that may affect the brokers. Prior to coming to FRC, LaVerne worked for the Department of Housing and Urban Development (HUD) for 20 years. He started in their Single Family Loan servicing division for 8 years before moving to the Single Family REO division. He was appointed as a Government Technical Representative on several Asset Management contracts, Field Service Management contracts and Closing Agent contracts. His duties included day to day contact with contractors on various issues associated with contractor performance. Also, as former USDA Farmers Home Administration County Supervisor LaVerne gained extensive knowledge of real estate loan making, servicing, foreclosure and REO sales of single family and multifamily residentials. He also serviced, loans dealing with rural sewer and water systems, recreation, hospital, nursing homes, grazing associations and farm chattel and real estate. While at Farmer’s Home he received both the Outstanding County Supervisor and Outstanding County Office awards for his performance.
